The City Charter establishes the City Plan Board. (City Charter is available on City’s web site.) The City Plan Board is the City of Dayton's planning commission as described in the Ohio Revised Code and performs such duties and functions with respect to comprehensive planning (transportation, land use, public facilities, parks and open space, etc.), zoning, platting, design review and other duties as provided by state law or by city ordinance.
Powers and Duties

Adopts strategies, plans and programs; holds public hearings and makes recommendations to the City Commission on zoning map and text amendments and the establishment or modification of geographic areas for the qualification of residential tax abatement

Approves subdivisions; establishes City conditions for the vacation of public streets and alleys; is responsible for a public commons master plan; reviews projects for consistency with adopted plans; adopts and approves “minor” amendments to plans and strategies as specified by the City Commission.

Is responsible for the City's comprehensive plan (CitiPlan Dayton: The 20/20 Vision; available on City’s web site); reviews modifications to the thoroughfare and circulation system, the location of on-street parking facilities and bus stops, pedestrian sidewalks and corridors, and other transportation elements. It also recommends urban design standards to the City Commission.

Reviews plans and capital projects requiring the use of public rights-of-way, publicly owned property, special assessments, special privilege permits, and the eminent domain or urban renewal powers of the City.
Membership / Term of Office
The Board consists of seven members plus the City Manager or Director of Planning and Community Development as a non-voting member. All members must be city residents and are appointed by the City Commission for three-year, staggered terms.
Meetings / Other Requirements
Meetings are held in City Hall on the first and third Tuesdays of each month at 4:30 p.m. and are open to the public.
