Community & Neighborhood Development Advisory Board
The CNDAB is an advisory board to the City Manager and serves under the direction of the City Manager.
Purpose
The primary purposes of the CNDAB are to:
- Review and recommend priorities for the City's use of Federal funds from the U.S. Department of Housing & Urban Development (HUD), for both operating and capital programs/projects. These funds include, but are not limited to, Community Development Block Grant (CDBG), HOME and the Emergency Shelter Grant (ESG).
- Review and recommend, based on the City's adopted Consolidated Plan, allocations and/or amendments of the City's CDBG, HOME and ESG federal entitlement dollars to the City Manager.
- The CNDAB is the focal point for the development and implementation of the Consolidated Plan and the Annual Action Plan. The board serves as a Citizen review process providing guidance, reviewing and recommending policies and/or processes, making recommendations and advocating for the use of community resources.
- The CNDAB shall be used for citizen input and review for other capital resource allocation processes.
Membership / Term of Office
The board consists of a Chairman and twenty-two voting members (the Chairperson only votes in the event of a tie.)
The membership is comprised of:
- The Chairperson from the Department of Planning & Community Development;
- One representative each from the seven Priority Boards;
- One representative each from the following City Departments: City Manager's Office; Economic Development; Finance; Management and Budget; Planning & Community Development; Public Works; Recreation, Parks and Culture
- One City Plan Board representative;
- One CityWide Development Corporation representative;
- One Dayton Metropolitan Housing Authority representative;
- Five "At-large" members, three representing HUD program low- and moderate-income beneficiaries, one representing an assisted or public housing resident and one who is bilingual and represents a non-English speaking minority population. (An "At-large member may represent an agency that serves low- and moderate-income clients/residents.)
Meetings
The CNDAB meets the second Monday of each month as needed, at 5:30 p.m. in the City Hall Sixth Floor Training Room, 101 W. Third Street.
Board meetings are open to the public and citizen comment is encouraged.
