The Community Development Division manages the Community Development Block Grant (CDBG) program, the Home Investment Partnership Program (HOME) , the Neighborhood Stabilization Programs (NSP1, NSP2 & NSP3) and the Emergency Shelter Grant (ESG) program.

The Division provides support for near and long term incremental land use decisions that affect Dayton. We influence physical growth by developing, supporting, and managing key housing developments. We strengthen our community development efforts by using and leveraging resources strategically and judiciously. We ensure the success of CitiPlan 20/20 by aligning planning and policy implementation with partner institutions, agencies and organizations that foster community building, vitality and development in the City of Dayton.

The Division's Community Affairs office has additional responsibilities related to commmunty development and quality of life.
