Neighborhood Stabilization Program
The Housing and Economic Recovery Act (HERA) of 2008 was passed by the U.S. Congress and signed by the President on July 30, 2008. The legislation contained $3.92 billion in Neighborhood Stabilization Program (NSP) funding.
On September 29, 2008, the City of Dayton was awarded a special allocation of $5,582,902 in Community Development Block Grant funds to be used for foreclosed and abandoned properties in the City as part of the NSP.
Additional NSP funds are being administered by the State of Ohio for similar activities as the Ohio Neighborhood Stabilization Program (ONSP) and the program guidelines may be viewed here. The City of Dayton has applied to the State of Ohio for $2.2 million of this additional funding.
A public meeting to present the Draft Application and solicit public comment was held on February 9, 2009 at City Hall, 101 W. Third Street, Dayton, Ohio. At that meeting, City staff discussed the Draft Application and heard public comment on the application. The minutes of that meeting will be posted here when they become available. The City will takeĀ comments on the Draft Application until 5:00 PM on Wednesday, February 25, 2009.
You may view the Final Application here.
This page will be updated as often as information becomes available concerning the proposed uses of the ONSP funds and is intended to provide another way for citizens to participate in and comment on the City's foreclosed and abandoned properties strategies.
