In 2008 the City of Dayton’s Human Relations Council completed a Disparity Study to measure the utilization of minority business enterprises and female business enterprises by the City of Dayton.
The study, performed by MGT of America, concluded that there were substantial disparities in prime contracting and subcontracting of minority businesses, specifically with African American, Hispanic American, and Native American businesses, from fiscal years 2001 through 2006. The City of Dayton is committed to creating remedies to its procurement policy and program which will address these issues.
The Disparity Study provides the data and the overwhelming ‘compelling reasons’ to move forward with changes to the current program which, for contracting services, will create greater participation of minority and female businesses – especially with African American, Hispanic American, and Native American businesses. The goal is to create a new policy and program that will include best methods for ensuring that all businesses, regardless of ownership by race, gender, or size, have an equal opportunity – a level playing field – to do business with the City of Dayton and serve the best interest of the community.
