Through the Human Relations Council, the City of Dayton implements ordinances and programs that provide procurement opportunities for Minority, Female, and Small/ Disadvantaged Business Enterprises under Sections 35.30-35.68 of the City of Dayton’s R.C.G.O.

For Small/Disadvantaged Business Enterprises (S/DBE/Race and Gender Neutral) on an annual basis the City will make available for S/DBE’s, on competitive bidding, no less than 10% and no more than 20% of the City's annual construction budget.  Only S/DBE’s certified by the Human Relations Council may participate.
