Assistant City Manager Jane Howington
As Assistant City Manager for Operations, Jane Howington is responsible for service delivery and personnel management in six key City of Dayton Departments: Fire, Police, Public Works, Recreation & Youth Services, Water and Human Resources. These departments represent more than 1,800 employees and a budget of nearly $217 million.
Before joining Dayton’s executive team in June, 2007, Howington served the City of Oxford, Ohio, as City Manager (2000-2007) and Planning Director (1996-2000). She was also Planning Director for Acton, Massachusetts (1986-1987) and Town Administrator for Lunenburg, Massachusetts (1987-1994).
Howington’s public administration experience also includes working as Research Assistant for Miami University’s Center for Public Management & Regional Affairs (1994-1996), where she provided technical assistance to local governments. Howington’s professional accomplishments include: developing a regional alliance among local schools, governments and Miami University; strategically realigning financial management systems that resulted in an upgrade of municipal bond ratings; initiating the regional integration of public safety communication systems; and orchestrating the Northwest Butler County Transportation Improvement Initiative, which secured more than $22 million in federal earmarks.
Howington earned a Bachelor of Environmental Studies Degree from Ramapo College of New Jersey in 1980. She received a Master of Urban Planning Degree in 1982 from Texas A&M University, and a Master of Public Administration Degree from Miami University in 1995. She has also completed postgraduate studies in Public Administration at Miami University.
